Marine contingency response consultant

Flexible on site contingency response solutions for ship operators and marine insurers faced with deadlocked and complicated ship detentions, ship hijacks and marine casualties.

During the last four years I have:

  • Worked in Somalia, Djibouti, Ethiopia, Eritrea, the Sudan, Yemen, Saudi Arabia, Dubai, Iran, Jordan, Libya, Iran, Pakistan and Bangladesh

  • Negotiated the resolution of aggravated and dead locked ship detentions.

  • Acted in both advisory and front line capacities  to release ships and fishing boats from hijack by Somalia pirates. Also for related media issues.

  • Performed on-site situation assessments

  • Negotiated on site the settlement of cargo and dock damage claims to take advantage of temporary opportunities for cost effective claim settlements linked to quick ship despatch.

  • Persuaded port and government authorities to intervene to stop local claimants threatening ship's crews and blocking critical supplies  of food and fuel.

  • Secured local cargo receiver, port authority and dock labour union agreements to allow priority berthing and 24/7 cargo operations during extended religious holiday periods to enable ships to sail on time in order to meet next-fixture deadlines.

  • Negotiated with port and other authorities to allow a ship that had illegally 'jumped arrest' to return safely.

  • Carried out surveys of logistics infrastructure and port management systems in both Mogadishu and, in post Saddam Iraq, Umm Qasr.

  • Worked with local parties and Flag State authorities on the ground to tackle persistent claim problems in ports.

  • Provided back-up and consultancy services to P&I Club correspondents in Middle East, South and South East Asia.

  • Prepared a detailed position paper on necessary steps to revive the Iraqi Flag register for the Iraqi controlled merchant navy.

  • Become an elected Member of the International Institute for Strategic Studies  (IISS), London.

(Thomas Miller P&I is the London agent for Thomas Miller & Co - the managers of the UK P&I Club, the Through Transport Club and the International Transport Intermediaries Club).

  • Area Director Japan

  • Managed the Thomas Miller network's delivery of casualty response, chartering and operations support, claims handling and contract review (paper and electronic bills of lading, charter parties, slot charter parties, logistics service contracts, port usage contracts including LNG indemnity contracts) to the UK P&I Club's Japanese membership (who at teh time comprised 30+ fleets including NYK, Mitsui OSK, Sanko, Tokyo Marine and Tokyo Tankers). Emphasis always on commercial, cost-effective solutions where possible, rather than litigation in Court.

  • Set up and managed the UK P&I Club's commitment to handle all NYK cargo claims at point of presentation, worldwide, together with a dedicated real time, multi access claims database. Required regular liaison with NYK regional offices in Hong Kong, Singapore, London and New York.

  • Part of concept team for new carrier insurance requirements for the container, car and reefer trades - e.g. multimodal logistics risks - inland  third party liabilities, freight forwarding, trucking, warehousing, inventory management, 'Just in time' commitments, electronic bills of lading etc

  • Worked directly with NYK Risk Management Team in Tokyo to create and roll out a worldwide casualty media response strategy / plan for NYK global network of regional offices, agents and ship managers.

  • Competitive broker for Philippine private ship owners and importers / exporters (incl. Philippine National Oil Corp. and Shell Philippines). Also for non-Philippine controlled ships discharging in Philippines under Wallem port agency.

  • Drafted new pro-forma charter parties for local charterers.

  • Fixed voyage and time charters in all markets incl. crude oil, CPPs, LPGs, chemical gasses, dry bulk and general cargo

  • Ship sales activity including market sales for further trading, demolition, Government auctions and Court Sales.

  • Provided contract advice and general support to Wallem's port agency department (Wallem at the time was the largest port agent in the Philippines incl. general agents for China Ocean Shipping Co.).
